Dear Friends !
Greetings !

We are sending you our appeal for your solidarity and support on behalf of National Movement For Land, Labor & Justice- NMLLJ and Forum against EWS Land Grab, Bangalore Karnataka.

Hope you are already aware of the illegal-demolition and  eviction of 1200 families from a slum  in Bangalore,  where they were living for more than 20 years .

This brutal action was enacted by the combined violence of police, pvt goons, and government officials.The whole purpose is to grab the 15.64 acres of prime land on which they were living.  it is between Jan 18--20. but even today the evicted people are living on footpath. this is the first where a `corporate land sharing project ` under PPP is being introduced in entire south India, in Urban poor Housing. If this move is not resisted , it only pave way to more and more land grab from slum people all over. What we are experiencing in the country is  the diminishing Democracy and flourishing Corporatocracy.

At this Juncture we request all democratic organization at Delhi to extend support and solidarity in resisting, exposing and get back the land grabbed from the social groups -historically marginalized.

.We seek your support and solidarity in organizing a protest Demonstration on 4th March at Jantar Mantar, New Delhi and a CSO consultation on 6th at Delhi. A strong struggle  group  from Forum against EWS Land Grab, Bangalore Karnataka.

We request you to play a prominent / leading role in actualizing  organized mass protest at Delhi on 4th march. Around 20 people from Bangalore forum that led the struggle so far, will be joining the protest.

हुबली-होसपेट खंड को चार लेन का बनाने की मंजूरी
आधारभूत संरचना की मंत्रिमंडलीय समिति ने डिजाइन, निर्माण, वित्‍त, परिचालन और हस्‍तांतरण (डीबीएफओटी/बीओटी) आधार पर एनएचडीपी चरण-4 के अंतर्गत कर्नाटक में राष्‍ट्रीय राजमार्ग-63 के हुबली-होसपेट खंड को चार लेन का बनाने की मंजूरी दे दी है। इस सड़क की कुल लंबाई 143.29 किलोमीटर होगी। भूमि अधिग्रहण, पुनर्वास और पूर्व-निर्माण गतिविधियों सहित परियोजना की कुल लागत 1442.48 करोड़ रूपये होगी। 30 महीने की निर्माण अवधि सहित इस सड़क की रियायती अवधि 27 वर्ष होगी। 

परियोजना का मुख्‍य उद्देश्‍य कर्नाटक में आधारभूत संरचना सुधार में तेजी लाने के साथ-साथ हुबली और होसपेट के बीच चलने वाले भारी यातायात के समय और यात्रा की लागत में कमी लाना भी है। यह खंड मुख्‍य औद्योगिक शहरों होसपेट और हुबली को आपस में जोड़ता है। बेल्‍लारी, कर्नाटक का प्रमुख खनन शहर है और यह खंड बेल्‍लारी से कारवाड़ बंदरगाह तक खनिजों की ढुलाई में मदद करेगा। परियोजना गतिविधियों के लिए इससे स्‍थानीय मजदूरों को अधिक रोजगार उपलब्‍ध होंगे तथा धारवाड़, गड़ाग और कोपाल जिले भी लाभांवित होंगे। (पत्र सूचना कार्यालय)

भारतीय विशिष्‍ट पहचान प्राधिकरण को मिली सफलता

आंखों की पु‍तली का सत्‍यापन अध्‍ययन सफल
भारतीय विशिष्‍ट पहचान प्राधिकरण ने कर्नाटक के मैसूर जिले में आंखों की पुतली के सत्‍यापन प्रमाण का अध्‍ययन सफलतापूर्वक संचालित किया है। अध्‍ययन से आंखों की पुतली के सत्‍यापन में उच्‍च स्‍तर की सटीकता (99 दशमलव 2 प्रतिशत) प्राप्‍त हुई है। आंखों की पुतली और उं‍गलियों के निशान की पहचान की सहायता से सार्वभौमिक समावेशन के लक्ष्‍य को पाया जा सकता है तथा आधार परियोजना के सत्‍यापन के अनुसार ही इसके सफलतापूर्वक इस्‍तेमाल पर आगे बढ़ा जा सकता है। भारतीय विशिष्‍ट पहचान प्राधिकरण की सफलता की तर्ज पर ही तथा किसी सेवा को आरंभ करने से पहले संकल्‍पना के सत्‍यापन के साबित हो चुके प्रचलन के अनुसार आंखों की पुतली के ऑन लाइन सत्‍यापन प्रणाली की विशेषता का अध्‍ययन किया गया। यह अध्‍ययन 27 मई, 2012 से 30 जुलाई, 2012 के बीच कर्नाटक के मैसूर जिले के नांजनगुड तालुक में किया गया जो उपनगरीय क्षेत्र है। इसके तहत वहां के 5,833 निवासियों के 2,15,342 पुतली सत्‍यापन व्‍यवहार का अध्‍ययन किया गया। इस अध्‍ययन में छह विभिन्‍न ओईएम के माध्‍यम से आईरिस कैमरे के आठ मॉडल इस्‍तेमाल किये गये। इस अध्‍ययन से भी बॉयोमिट्रिक इको सिस्‍टम में विशेष सुधार के क्षेत्र का पता लगा, जिससे कि इसकी स‍टीकता और बढ़ाई जा सके। इस विस्‍तृत अध्‍ययन रिपोर्ट को प्रलेखित किया गया, जिसे भारतीय विशिष्‍ट पहचान प्राधिकरण की वेब-साइट पर प्रकाशित किया जा रहा है, इसके बाद एक कार्यशाला आयोजित की जायेगी जिसमें कलन-विधि तथा युक्ति में सुधार के लिए विशेष कार्यप्रणाली के लिए निर्देशित किया जायेगा। भारतीय विशिष्‍ट पहचान प्राधिकरण इसके बाद आगे और विशेष अध्‍ययन करेगा। इन अध्‍ययनों से सत्‍यापन तथा इन्‍हें स्‍थापित किये जाने के उद्देश्‍य के लिए आईरिस उपकरण का निरूपण हो सकेगा। यह भी ध्‍यान देने वाली बात है कि बॉयोमिट्रिक इकोसिस्‍टम की प्रतिपुष्टि के परिणाम स्‍वरूप उंगलियों के निशान के सत्‍यापन संबंधी प्रदर्शन में उल्‍लेखनीय सुधार हुआ। अब आंखो की पुतली संबंधी सत्‍यापन में भी इसी तरह का परिणाम अपेक्षित है। यह इस बात को इंगित करता है कि आंखों की पुतली से सत्‍यापन की गुंजाईश 99 दशमलव 5 प्रतिशत से अधिक की सटीकता प्रदान करने की है।  (पत्र सूचना कार्यालय)    17-सितम्बर-2012 17:53 IST

Iris authentication study in Mysore

UIDAI’s proof of concept study successful
The UIDAI has successfully conducted the proof of concept Iris authentication study in Mysore district of Karnataka. The study brought out the high accuracy levels (above 99.2%) achieved by iris authentication. A combination of iris and fingerprint authentication can further the goals of universal inclusion and pave the way for successful applications based on Aadhaar authentication. In line with UIDAI’s successful and proven practice of conducting Proof of Concept (PoC) studies before launching any service, a PoC has been conducted to characterize & identify optimal authentication setups for online iris authentication. The PoC was conducted in semi urban setting in Nanjangud taluk in Mysore district of Karnataka between May 27th and July 30th 2012. 215,342 iris authentication transactions from 5833 residents were studied in this PoC. Eight models of iris cameras through six different OEMs participated in this study. This study has also brought out the specific improvement areas that biometric ecosystem needs to work upon to further improve the accuracy and coverage percentage. The detailed findings are documented in a report which is being published on UIDAI’s website. This will be followed by a workshop with the device vendors to guide them on the specific actions to be taken by them to improve algorithms and devices. UIDAI will then take up further field studies. These studies would also lead to formulation of iris device specifications for certification and deployment purposes. It may also be noted that as a result of feedback to the biometric ecosystem, the performance of fingerprint authentication improved substantially from the time UIDAI conducted its first fingerprint authentication PoC to the last PoC. Same is expected in iris authentication domain too, which points that iris authentication has a scope of providing accuracy levels above 99.5%.
